2003 Annual Report |
Throughout the past year, the City of Eaton has undertaken a variety of projects utilizing internal
personnel as well as working cooperatively with outside consultants and contractors. The
following list highlights many of the projects, their current status and anticipated projects. The
priority of projects is not reflected in this report and is a result of budget constraints, direction
from city council and staff determination.
Roads
- 2003 Municipal Paving Program. The 2003 municipal paving program included full
width pavement planing and complete resurfacing on Washington Street from Lexington
Avenue to Division Street; Division Street from Aukerman Street to Washington Street;
Decatur Street from Maple Street to the railroad crossing; West High Street from Walnut
Street to Barron Street; Bruce Street from Cherry Street to Aukerman Street; Eidson
Street from Beech Street to Barron Street; Monfort Street from Barron Street to Cherry
Street; single curbside pavement planing and complete resurfacing on Lutheran Drive,
Sunrise Circle, and Cheryl Court; and intermittent joint repairs on Washington-Jackson
Road.
- 2003 Municipal Street Painting. The 2003 municipal street painting program
was performed by an outside contractor and included the arterial and collector streets in
the city. Painting was performed on Eaton-Lewisburg Road; Maple Street; Aukerman
Street; Washington-Jackson Road; Barron Street; St. Clair Street from Nation Avenue to
Beech Street; Nation Avenue from Main Street to Franklin Street; Frizzell Avenue from
U.S. 127 to S.R. 122; Camden Road from S.R. 122 to S.R. 732; Franklin Street from Main
Street to the corporation limit; S.R. 122 from U.S. 35 to the corporation limit; Park
Avenue from Hubble Street to Washington-Jackson Road; and Lexington Road from Park
Avenue to East Avenue.
Water Distribution
- West Chicago Street Water Main Replacement. A Community Development Block Grant
(CDBG) was awarded to assist the city in funding the rehabilitation of approximately
1530 feet of existing four inch waterline on West Chicago Street from Park Avenue to
North Barron Street. The improvement included installation of a new eight inch
waterline, valves, fittings, relocation of fire hydrants and reconnection of the service
connections to replace the existing infrastructure.
- Fire Hydrant Relocation at Fort St. Clair.
During the installation of the water main to
serve the main cabin and renovated restrooms, a fire hydrant was temporarily located at
the end of the line. The hydrant branch was extended and the fire hydrant was relocated
next to the road through the Fort.
Stormwater Collection
- Little League Parking Lot. The city installed a catch basin and small storm sewer to drain
the gravel parking lot at the northwest corner of Maple Street and Lexington Road. The
storm sewer was a small diameter pipe allowing the parking area to drain slowly without
exceeding the capacity of the existing storm sewer system.
- Catch Basin Repair on Eaton-Lewisburg Road.
Several catch basins on Eaton-Lewisburg Road from Barron Street to Aukerman Street were deteriorated. The catch
basins required minor concrete work which was completed by city crews.
- Mary Lane Storm Sewer Repair.
The storm sewer on Mary Lane outlets directly to the
Garrison Branch of Seven Mile Creek. An existing catch basin connection failed and the
ground above the storm sewer began to subside. City crews made a new connection,
installed a short length of new storm sewer to the outlet and restored the adjacent lawn
areas.
Parks and Recreation
- Earthmoving at Seven Mile Park. After grading and site plans were completed for the
proposed athletic fields, recreation areas and parking facilities at Seven Mile Park, the
city prepared specifications and bid documents for moving approximately 22,000 yd3 of
dirt on the site and administered the contract to completion.
- Community Swimming Pool.
Minor repairs made at the swimming pool included
replacement of the chemical controller, chemical feed pumps and abandonment of a
small, broken underground water line.
General
- Municipal Court Building. This new construction project began in the spring and
involved city staff with the bidding, prevailing wage coordination, payment request
review, representation at weekly on-site meetings and coordination of various activities in
the construction process.
- Municipal Tree Program.
The city continued to trim and remove deteriorated
trees and stumps located on city property or in the public right of way. The contracted
portion of this program included work specifications and a request for quotes. The city
identified trees for inclusion in the program, prepared the specifications, and
administered the program.
- Planning and Zoning Code and Subdivision Regulations Update.
With the
completion of the revised Comprehensive Development Plan, the city has continued with
an update of the Planning and Zoning Code and Subdivision Regulations. This project
involves the complete review and rewrite of the Planning and Zoning Code and
Subdivision Regulations and is being worked on by a joint effort of city staff, a review
committee and the consultant, ACP. The combined group is participating in the research,
writing, and review of the existing regulations.
Future Projects
Roads
- 2004 Municipal Paving Program. Street resurfacing candidates are still being considered
for the program, but preliminary candidates are Mechanic Street from Barron Street to
Cherry Street; Lincoln Street from Decatur Street to Lexington Avenue; High Street from
Lincoln Street to Aukerman Street; and Meadowlark Lane from High Street to Lexington
Avenue.
- Aukerman Street Improvements.
This city administered reconstruction project of
Aukerman Street from Main Street to North Street will proceed with an anticipated
construction start date in July. In addition to assessments from curb, gutter, sidewalks
and drive aprons, a grant from the Ohio Public Works Commission (Issue II) was
requested for project construction funding assistance. Project work is anticipated to
include a new asphalt surface course with cross slope improvements, pavement markings,
street drainage improvements, water line improvements, sidewalks, curb and gutter.
Reconstruction between Division Street and North Street will be limited to widening the
east side by elimination of the tree lawn strip and associated improvements consequent to
this work. The 2005 Municipal Paving Program funds will partially be used for planing
and resurfacing the remaining segments of Aukerman Street from North Street to Eaton-Lewisburg Road so that, upon completion, Aukerman Street will be improved in its
entirety.
- Road Widening Project -
S.R. 732 & Camden Road (Eaton High School Turn
Lane Construction). With the current construction of the new Eaton High School on the
northeast corner of Hillcrest Drive (S.R. 732) and Camden Road, the school, city and
county will combine efforts to upgrade the abutting roadways to include turn lanes into
the facility. City participation will be limited to initial planning, design review,
construction observation, EPA Stormwater permit applicant, and Ohio Public Works
Commission (Issue II) grant funding applicant.
- Washington-Jackson Road & Aukerman Street Extensions.
This roadway construction
project will be the eastward extension of Washington-Jackson Road from the current T-intersection of Washington-Jackson Road and Barron Street (U.S. 127) to form a new
intersection with a northern extension of Aukerman Street from the current T-intersection
of Aukerman Street and Eaton-Lewisburg Road. Proposed work will include a
topographic field survey and project design including new roadway, curb and gutter,
twelve inch water main extension, eight inch sanitary sewer extension, roadway storm
sewer design and street lighting. Funding for this project will be from the establishment
of Tax Increment Financing (TIF), where 75% of the tax value added to the adjacent
commercial development property will provide for service payments sufficient to retire
the bonds issued for construction of the improvements.
Bridges
- Municipal Bridge Inspection. With the transfer of the Fort St. Clair Park from the State
of Ohio to the city, mandatory annual bridge inspection responsibility consequently
followed. Although performed in the past by the Ohio Department of Transportation, the
city currently inspects three bridges within its jurisdiction.
Water Distribution
- Aukerman Street Waterline Improvements. This project will include the replacement of
existing four inch waterlines with new eight inch mains and service connections on
Aukerman Street in addition to the roadway reconstruction planned with the Aukerman
Street Improvements Project. Segments that are proposed to be replaced include Main
Street to Somers Street; Decatur Street to Bruce Street; Lexington Avenue to East Spring
Street; and Division Street to North Street. The city anticipates purchasing the materials
and constructing this waterline project with city crews.
Wastewater Collection
- Hillcrest Drive Sanitary Extension. With the current construction of the new Eaton High
School and Educational Service Center, anticipated construction of a new Eaton Church
of the Brethren campus, and existing residences and facilities with septic systems or
pump stations, the city is planning to extend the sanitary sewer to serve these facilities.
Existing sanitary infrastructure on Hillcrest Drive ends approximately at the intersection
of Mary Lane and Hillcrest Drive. The improvement will include the installation of a ten
inch gravity sanitary sewer and manholes from the existing sewer on Deer Trail Drive to
the east property line of the Eaton Church of the Brethren site west of Camden Road, with
funding provided by the new and existing users.
Storm Water Collection
- Washington-Jackson Road Ditch Repair. The side ditches adjacent to Washington-Jackson Road have degraded from siltation over time and with new utility infrastructure
construction. This project will evaluate the existing surface water flow patterns against
the original ditch design and plan how to reconstruct the ditches to allow surface water to
drain from the roadway.
- Various projects.
These projects include investigation into the storm sewer
system and consequential repair or new installation of storm sewer pipe to eliminate
locations of standing water after rain events. Two areas that will be considered are the
northeast corner of North Maple Street and East High Street and the southwest corner of
Eaton Avenue and Miller Avenue.
Parks and Recreation
- Seven Mile Park. Continued work at the new park adjacent to Park Avenue and West
Lexington Road is anticipated to include athletic field and parking lot layout, storm sewer
construction, minor adjustment grading, parking lot gravel base installation, walk path
and trail construction and seeding the athletic fields.
- Tennis Court Expansion.
The Brooke-Gould Memorial Trust Foundation has committed
funds to add two additional tennis courts and to renovate the surface of the existing three
courts at the facility on Lexington Road. The project will include excavation for the new
courts, an asphalt base course, an asphalt surface course, color coating and striping of
the courts, perimeter fence, and tennis court hardware.
- Community Swimming Pool.
Minor repairs will continue to be made at the swimming
pool and include replacement of the main pump impeller and seals, X-ray tests of the
diving boards, cleaning of the diatomaceous earth filters and installation of a spare air
conditioner unit in the concession stand.
General
- West Main Street / Camden Road Sidewalk Extension. This project will include the
extension of sidewalk from the existing walk at Mound Hill Union Cemetery on West
Main Street; west to Camden Road; south along Camden Road to the new Eaton High
School site. The school is planning to construct sidewalk on their property from the rear
main building entrance, along the loop drive and adjacent to Camden Road to their
northern property line.
- Public Maintenance Building Expansion.
An expansion to the existing main building at
the Public Maintenance facility on Lexington Road will add service bays for equipment
and general shop storage. The project will include the preparation of design plans,
specifications, bidding, construction inspection and contract administration.
- Municipal Sidewalk Program.
Due to the growing disrepair of many of the
sidewalks within the city and an imposed responsibility to be engaged in a sidewalk
inspection program, the city is preparing to research and create specifications to proceed
with replacing deteriorated and unsafe sidewalks. It is expected that the municipal
sidewalk program will be an assessment funded, revolving project with the construction
provided from a bidding contractor and the city participating in the preparation of
specifications and bid documents, marking the appropriate sidewalks, inspecting
construction, administering the contract, and preparing the assessments.
- Municipal Tree Program.
The city will continue to monitor and trim or remove
deteriorated trees and stumps located on city property or in the public right of way.
Trees will be identified for inclusion in the program, quotes will be requested, and the
program contract will be administered.
- Municipal Sign Replacement Program.
Many of the traffic control signs on city streets
are incorrectly located and/or do not meet the requirements for retroreflectivity and
illumination. This new annual project will evaluate existing signs on city streets in order
of functional classification and make necessary changes to ensure compliance with the
Ohio Manual of Uniform Traffic Control Devices.
- Crystal Lake Silt Removal.
Work on this project will include investigation into
the permits required, project research, cost estimating, evaluating the best method for silt
removal, assembling project specifications, bidding, administering the contract and
construction inspection.
- Downtown White Christmas Electric Upgrade.
City staff will pursue the potential to add
permanent electrical capacity for tree lights at the courthouse during the annual White
Christmas lighting display. Continued investigation will be made into the possibilities
for upgrades and estimates for the work will be considered.
- Street Lighting Improvements.
With the current construction of the new Eaton
High School and Educational Service Center (ESC) on Hillcrest Drive (S.R. 732) and the
opening of the Eaton Municipal Court on Preble Drive, existing street lighting may be
inadequate along those street segments. City staff will map the existing street light layout
and work with Miami Valley Lighting (street lighting division of DP & L) to add lights
where necessary to ensure adequate lighting.
- Geographic Information System (GIS).
Work will continue, as time permits, on the
development of the city GIS and is anticipated to ultimately include electronic inventory
and mapping of city public utilities and zoning divisions.
- Traffic Signal Controller Upgrade Investigation.
Problems with the existing traffic
signals are attended by city staff in combination with an electrical contractor qualified
for traffic signal repair and maintenance. The city is continually monitoring its inventory
of traffic signal controllers and signal hardware to assess the remaining useful service
life of the equipment. The possibility of a program to replace traffic signal controllers
and equipment on a rotating basis will continue to be examined.
- Ohio Public Works Commission Five Year Capital Improvement Plan /
Maintenance of Effort. The city is required to file a Five Year Capital Improvement Plan
/ Maintenance of Effort with the Ohio Public Works Commission (Issue II) for inclusion
in that funding program. A copy of this report is attached to show other large capital
projects, estimated costs and future planned construction timelines. This document was
last updated on August 8, 2003 and may not reflect the current anticipated project
timelines. Additionally, this report only requires the inclusion of projects that are road,
bridge, culvert, water supply systems, water distribution, wastewater systems, wastewater
collection, storm water collection or solid waste disposal projects.
- Additional engineering duties have involved drainage inquiries; driveway, curb
and sidewalk inquiries; street opening permit reviews; prevailing wage coordination;
drug testing coordination; street lighting repair coordination; school zone signal
programming; traffic signal coordination; flood plain administration; assistance with
street addressing; subdivision, site plan, plat and commercial/industrial plan reviews;
staff representation at Planning, Zoning and Building Board meetings; safety training;
personnel issues and some field inspections, all which will continually be performed as
required.
