CLERK'S JOURNAL OF THE SPECIAL SESSION OF THE COUNCIL

OF THE CITY OF EATON, OHIO, HELD IN COUNCIL CHAMBERS

OF THE MUNICIPAL BUILDING, AT 4:00P.M., ON WEDNESDAY, OCTOBER 31, 2007

 

Mayor Robert Stonecash called to order a special meeting called for "general purposes" of the Eaton City Council on Wednesday, October 31, 2007, at 4:00 p.m., in Council Chambers of the Municipal Building.  The Deputy Clerk called the roll and found the following to be:

Present:          Joe Renner

                                    David Kirsch

                                    Ben Maffett (arrived at 4:02 p.m.)

                                    Gary Wagner, Vice Mayor

                                    Robert Stonecash, Mayor

            Absent:            None

 

ORDINANCE 07-11

This ordinance repeals Chapter 104 of the Codified Ordinances and enacts a revised Chapter 104, titled 'Public Records Policy,' following recent changes to the Ohio Revised Code.

 

Councilman Renner moved for the second reading of Ordinance 07-11, by title only. Councilman Kirsch seconded the motion which passed as follows:

       Ayes: Renner, Kirsch, Maffett, Wagner, Stonecash (5)

       Nays: None (0)

 

Law Director Jill Allen read Ordinance 07-11, by title only

 

Councilman Renner moved for the adoption of Ordinance 07-11. Councilman Wagner seconded the motion which passed as follows:

       Ayes: Renner, Kirsch, Maffett, Wagner, Stonecash (5)

       Nays: None (0)

 

ORDINANCE 07-12

This ordinance repeals Section 1315.06 of the Codified Ordinances and enacts a revised Section 1315.06, titled 'Building Department Fees,' following the Building Official's recommendations of modifications to the fee structure and certain other corrections be made.

 

Councilman Kirsch moved for the second reading of Ordinance 07-12, by title only. Councilman Maffett seconded the motion which passed as follows:

       Ayes: Maffett, Kirsch, Wagner, Stonecash (4)

       Nays: Renner (1)

 

Law Director Jill Allen read Ordinance 07-12, by title only.

 

Councilman Kirsch moved for the adoption of Ordinance 07-12. Councilman Wagner seconded the motion which passed as follows:

       Ayes: Renner, Kirsch, Maffett, Wagner, Stonecash (5)

       Nays: None (0)

 

RESOLUTION 07-36

This resolution as presented was numbered 07-35A and certifies to the County Auditor the acceptance of the amounts and rates and authorizes the tax levies.  It was determined to change the number of this resolution from 07-35A to 07-36.

 

Councilman Kirsch moved to amend the number of Resolution 07-35A to Resolution 07-36.  Councilman Maffett seconded the motion which passed as follows:

Ayes: Renner, Kirsch, Maffett, Wagner, Stonecash (5)

Nays: None (0)

 

Councilman Kirsch moved for the adoption of Resolution 07-36. Councilman Maffett seconded the motion which passed as follows:

ANNEXATION ISSUE

Recently, the City was given land on Route 35, just outside the City.  Law Director Jill Allen explained various aspects of requesting annexation of this land.  Council concurred that no annexation of this land would be applied for at this time.

 

BUDGET REVIEW

Proposed 2008 budgets for the Public Works and the Public Service Divisions were discussed.

 

OTHER DISCUSSION

a.  In recent years, the City has observed Beggar's Night on Halloween, October 31. This year that date came on a Wednesday and seemed to upset several citizens.

b.  The 'back side' of the new water tower, as seen from Route 732 coming into the City, is plain white.

c.  Council is scheduled to serve refreshments at Whispering Christmas on Sunday, December 23, from 6:00 p.m. until 10:00 p.m.

d.  Councilmember Joe Renner is running for a seat on the School Board in the upcoming November election. If successful, it was questioned how this Council seat would be filled.

e.  It was stated that the City Building should be closed for the one-half day it would normally be open on Monday, December 24, 2007.
