CLERK’S JOURNAL OF THE REGULAR SESSION OF THE COUNCIL

OF THE CITY OF EATON, OHIO, HELD IN COUNCIL CHAMBERS

OF THE MUNICIPAL BUILDING, AT 7:00P.M., ON TUESDAY, JANUARY 16, 2007

 

Mayor Robert Stonecash called to order the regular meeting of the Eaton City Council on Tuesday, January 16, 2007, at 7:00 p.m., in Council Chambers of the Municipal Building. Father Thomas Fitzsimmons delivered the invocation and led the pledge to the flag.  The Deputy Clerk called the roll and found the following to be:

                                                Robert Stonecash, Mayor

MINUTES

Councilman Kirsch moved to approve the Clerk’s Journal and to accept the tapes as the official minutes for the regular meeting of December 18, 2006 and to acknowledge the December, 2006 financial reports.  The motion was seconded by Councilman Wagner passed as follows:

            Ayes:  Kirsch, Wagner, Stonecash (3)

            Nays: None (0)

            Abstain:  Renner, Maffett (2)

 

SPECIAL POLICE AWARD

Mayor Stonecash presented stork awards to Police Chief Phil Romeo and Sergeant Chad DePew for their recent participation in the birth of a baby girl. 

 

REPORT FROM BUILDING INSPECTOR

Building Inspector Jim Ankrom reviewed Building Department activities. 

 

RESOLUTION 07-01

Plans have been prepared for a water main replacement from 4" to 8" on a portion of Richmond Pike and bids for this work have been opened.  This resolution awards the bid to Double Jay Construction of Englewood, Ohio, in the amount of $166,418.10. 

 

Councilman Renner moved for the adoption of Resolution 07-01. Councilman Kirsch seconded the motion which passed as follows:

            Ayes: Renner, Kirsch, Maffett, Wagner, Stonecash (5)

            Nays: None (0)

 

RESOLUTION 07-02

Historic Review District member Kathy Willis did not wish to be re-appointed to her position on this Board.  This resolution appoints Yoshiko Gillette to that vacated seat on the Historic Review Committee with a one-year term expiring December 31, 2007.

 

Councilman Wagner moved for the adoption of Resolution 07-02. Councilman Maffett seconded the motion which passed as follows:

            Ayes: Renner, Kirsch, Maffett, Wagner, Stonecash (5)

            Nays: None (0)

 

 CITY MANAGER’S REPORT

  1. A note from Eaton Community School Treasurer Priscilla Dotson was acknowledged in which she thanked Council for the assistance in the School’s obtaining the increase in TIF funds.
  2. Donations totaled $19,464 for the Whispering Christmas event for 2006; cars totaled 13,830.
  3. 2006 was the first year that rent was collected on both of the two houses at Fort St. Clair with that fund reported as ‘breaking-even.’
  4. As of January 1, 2007, phase one of the amended staffing plan for the fire/EMS operation was implemented.  
  5. Recently, the owners of 620 Aukerman Street, Melvin and Rega Wright, discussed with Council their dissatisfaction of the City’s replacement of shrubs following the Aukerman Street Improvement Project.  After research of this topic and consideration of the results, Council agreed that a letter be sent to the Wrights stating that the plantings were completed to address their concerns and it is now their choice to care for them or remove them.
  6. Letters will be sent to Richmond Pike residents and businesses updating them on the upcoming water line project.

 

MAYOR’S REPORT

  1. Congratulations were given to Councilman Joe Renner on being named “Supervisor of the Year” for 2006 at the Sheriff’s Office.
  2. A White Christmas Committee meeting was held recently at Jell’s; additional volunteers are needed for this event. 
  3. Volunteers will be solicited for assistance with the setup of the Whispering Christmas displays.   

 

MISCELLANEOUS

  1. In her day-to-day routine, recently-hired City Law Director Jill Richards interacts with a variety of agencies and individuals as well as City personnel and Council.  It has been reported that her work ethic, spirit of cooperation and professionalism is very much appreciated.
  2. It was requested that monthly updates of the two water department projects, the construction of a new water tower and improvements to the Black Plant.  To date since the official start date of December 18, 2006 on both projects, mobilization and some site work has been done.

NEW BUSINESS

a.  In attendance was Randy Daniel, recently appointed Director of the HIT Foundation, who introduced himself to Council.

Councilman Maffett moved to adjourn.  Councilman Wagner seconded the motion which passed as follows:
