CLERK’S JOURNAL OF THE REGULAR SESSION OF THE COUNCIL

OF THE CITY OF EATON, OHIO, HELD IN COUNCIL CHAMBERS

OF THE MUNICIPAL BUILDING, AT 7:00P.M., ON MONDAY, DECEMBER 17, 2007

 

Mayor Robert Stonecash called to order the regular meeting of the Eaton City Council on Monday, December 17, 2007, at 7:00 p.m., in Council Chambers of the Municipal Building.    Preble County Commissioner Jane Marshall gave the invocation and led the pledge to the flag.  The Deputy Clerk called the roll and found the following to be:

MINUTES AND FINANCIAL REPORTS

Councilman Renner moved to approve the Clerk’s Journal and to accept the tapes as the official minutes for the regular meeting of November 19 and December 3, 2007, and to acknowledge the November, 2007 financial reports.  The motion was seconded by Councilman Kirsch passed as follows:

            Ayes:  Renner, Kirsch, Maffett, Wagner, Stonecash (5)

            Nays: None (0)

 

APPEARANCE OF SCOTT AND RUTH WORLEY

Scott Worley recently announced his retirement from his business, Scotty’s Barber Shop, and his wife, Ruth, were in attendance to receive a proclamation of appreciation. 

 

RESOLUTION 07-38

Joe Renner recently announced his resignation from Eaton City Council, effective December 31, 2007.  This resolution honors his years of service to the City.  

 

Councilman Wagner moved for the adoption of Resolution 07-38.  Councilman Maffett seconded the motion which passed as follows:

Ayes:  Kirsch, Maffett, Wagner, Stonecash (4)

Nays: None (0)

            Abstain:  Renner (1)

 

LETTER TO PREBLE COUNTY COMMISSIONERS

A letter has been mailed to the Commissioners from Council regarding the grand appearance of the Courthouse with the addition of Christmas lights.

 

REPORT FROM POLICE CHIEF

Police Chief Phil Romeo discussed recent activity of the Police Division.

 

ORDINANCE 07-16

It is necessary to adjust appropriations to reflect anticipated changes in revenue and expenditures item; this is the final adjustment for 2007.  This ordinance amends Ordinance 07-01, the annual appropriation ordinance, as presented.

 

Councilman Renner moved for the reading of Ordinance 07-16, by title only.  Councilman Kirsch seconded the motion which passed as follows:

ORDINANCE 07-17

This ordinance provides for the usual daily operating expense of the City for the beginning 2008 until the budget is approved. 

 

Councilman Maffett moved for the reading of Ordinance 07-17, by title only.  Councilman Wagner seconded the motion which passed as follows:

RESOLUTION 07-39

This resolution authorizes the transfer of general revenue funds to special revenue funds.  

 

Councilman Wagner moved for the adoption of Resolution 07-39.  Councilman Renner seconded the motion which passed as follows:

RESOLUTION 07-40

This resolution establishes the organization listing with job classifications titles, staff levels and assigned pay grades for 2008. 

 

Councilman Kirsch moved for the adoption of Resolution 07-40.  Councilman Renner seconded the motion which passed as follows:

RESOLUTION 07-41

This resolution establishes the organization listing authorizing job titles, staffing levels and pay rates for personnel in the Divisions of Fire and EMS for 2008.

 

Councilman Kirsch moved for the adoption of Resolution 07-41.  Councilman Wagner seconded the motion which passed as follows:

RESOLUTION 07-42

Bids were solicited recently for the purchase of screening and conveying equipment at the water treatment plant.  This resolution awards that bid to Zachrich Leasing of Defiance, Ohio in the bid amount of $183,469.  

 

Councilman Wagner moved for the adoption of Resolution 07-42.  Councilman Maffett seconded the motion which passed as follows:

APPOINTMENTS TO BOARDS

It is hoped to disband the Historic Review Board in the near future and to combine their duties with Planning Board. 

 

RESOLUTION 07-43

Councilman Renner moved to re-appoint Stanley Spencer to the Planning Zoning and Building Board, for a 4-year term, ending December 31, 2011 and to re-appoint Gary Wagner as the Council Representative to the Planning, Zoning and Building Board for a 1-year term, ending December 31, 2008. Councilman Kirsch seconded the motion, which passed as follows:

 Ayes:  Renner, Kirsch, Maffett, Wagner, Stonecash (5)

RESOLUTION 07-44

Councilman Wagner moved to re-appoint Tom Kline and Tom Jordan to the Planning Zoning and Building Appeals Board, each for a five-year term, ending December 31, 2012 and to re-appoint Dave Kirsch as the Council Representative to the Planning, Zoning and Building Appeals Board for a 1-year term, ending December 31, 2008. Councilman Renner seconded the motion, which passed as follows:

RESOLUTION 07-45

Councilman Renner moved to re-appoint Craig Moormeier to the Parks and Recreation Board for a 3- term, December 31, 2010, and to re-appoint Ben Maffett as the Council Representative to the Parks and Recreation Board for a 1-year term, December 31, 2008. Councilman Kirsch seconded the motion which passed as follows:

RESOLUTION 07-46

Councilman Kirsch moved to re-appoint Paul Stoffregan to the Income Tax Appeals Board for a 3-year term, ending December 31, 2010. Councilman Wagner seconded the motion, which passed as follows:

RESOLUTION 07-47

Councilman Renner moved to appoint Gary Wagner and Bob Stonecash to the Volunteer Fireman Dependent Fund Board, each for a 1-year term, ending December 31, 2008. Councilman Kirsch seconded the motion, which passed as follows:

RESOLUTION 07-48

Councilman Wagner moved to appoint Bob Stonecash to the fill the City Council representative seat on the Mound Hill Union Cemetery Board.  Councilman Kirsch seconded the motion, which passed as follows:

SCHEDULE JOINT MEETING

Every three years, Eaton City Council meets with the Washington Township Trustees regarding Mound Hill Union Cemetery.  This meeting will take place on Tuesday, January 22, 2008, at 6:30, at the City Building.

 

CITY MANAGER’S REPORT

  1. Regarding the City’s closed landfill, the Maintenance Division will be removing certain trees so that Indiana bats do not roost there in 2008.  Also, it will be necessary to meet with neighboring property owners, the Preble County Commissioners, to discuss the City’s need for land acquisition in that area to allow for stream relocation.  
  2. The City’s activities in the recent winter storm were discussed.
  3. Police Chief Phil Romeo has been named Naval Reserve Commander of Naval Security at the Great Lakes Naval Station in Chicago.
  4. Law Director Jill Allen successfully took the Federal Bar Exam recently.
  5. The 2008 CHIP and CHIZ program were discussed.
  6. The Mayor reported that Council will be serving at Whispering Christmas on Sunday, December 23. Also, several Councilmembers attended a public records meeting on December 11. 

 

OLD BUSINESS

  1. A special meeting of Council will be held on Tuesday, January 8, 2008, beginning at 5:00 p.m., to begin the process of reviewing prospective Councilmembers to replace Joe Renner.
