CLERK’S JOURNAL OF THE REGULAR SESSION OF THE COUNCIL

OF THE CITY OF EATON, OHIO, HELD IN COUNCIL CHAMBERS

OF THE MUNICIPAL BUILDING, AT 7:00P.M., ON MONDAY, DECEMBER 3, 2007

 

Mayor Robert Stonecash called to order the regular meeting of the Eaton City Council on Monday, December 3, 2007, at 7:00 p.m., in Council Chambers of the Municipal Building.  Following the invocation and pledge to the flag, the Deputy Clerk called the roll and found the following to be:

OATH OF OFFICE 

Mayor Robert Stonecash administered the oath of office to newly, re-elected Councilmembers Gary Wagner and Ben Maffett.

 

ELECTION OF MAYOR AND VICE MAYOR

Councilman Kirsch moved to nominate Bob Stonecash for the position of Mayor for a one-year term ending December 1, 2008.  Councilman Wagner seconded the motion which passed as follows:

Ayes:  Renner, Kirsch, Maffett, Wagner, Stonecash (5)

Nays: None (0)

 

Councilman Renner moved to close nominations for the position of Mayor.  Councilman Maffett seconded the motion which passed as follows:

Ayes:  Renner, Kirsch, Maffett, Wagner, Stonecash (5)

Nays: None (0)

 

Councilman Renner moved to appoint Bob Stonecash to the position of Mayor for a one- year term ending December 1, 2008.  Councilman Kirsch seconded the motion which passed as follows:

Ayes:  Renner, Kirsch, Maffett, Wagner, Stonecash (5)

Nays: None (0)

 

Councilman Kirsch moved to nominate Gary Wagner for the position of Vice Mayor for a one-year term ending December 1, 2008.  Councilman Renner seconded the motion which passed as follows:

Ayes:  Renner, Kirsch, Maffett, Wagner, Stonecash (5)

Nays: None (0)

 

Councilman Maffett moved to close nominations for the position of Vice Mayor.  Councilman Kirsch seconded the motion which passed as follows:

Ayes:  Renner, Kirsch, Maffett, Wagner, Stonecash (5)

Nays: None (0)

 

Councilman Renner moved to appoint Gary Wagner to the position of Vice Mayor for a one-year term ending December 1, 2008.  Councilman Maffett seconded the motion which passed as follows:

Nays: None (0)

   

APPEARANCE OF ABBY NOLAND, LIBRARY DIRECTOR 

Abby Noland, Director of the Preble County Library, was in attendance to discuss options for expansion to the library facilities.  

 

BUDGET REVIEW

The proposed budgets for 2008 for Municipal Court and City Administration were reviewed.

 

ORDINANCE 07-03                                             

By a vote of 1106 to 436, voters at the November election approved the continuation of the one-half of one percent income for the purpose of providing revenues for the operation of the Department of Public Safety.  The ordinance provides for that continuation.

 

Councilman Renner moved for the reading of Ordinance 07-03, by title only.  Councilman Maffett seconded the motion which passed as follows:

Council Clerk Leslie Renner read the title of Ordinance 07-03, by title only.

 

Councilman Maffett moved for the adoption of Ordinance 07-03.  Councilman Wagner seconded the motion which passed as follows:

ORDINANCE 07-15

The City contracted with the Walter H. Drane Company to revise and reprint the Codified Ordinances which included all resolutions and ordinances enacted prior to July 21, 2007.  This ordinance approves and adopts these Codified Ordinances and declares an emergency. 

 

Councilman Kirsch moved for the reading of Ordinance 07-15, by title only.  Councilman Renner seconded the motion which passed as follows:

CITY MANAGER’S REPORT

a.  It was reported that putting wording on the southwest side of the new water tower would cost an additional $5,000. 

b.  With the addition of a new leaf machine, leaf season has gone well and is now winding down.  The volunteer assistance at the Fort putting up the Whispering Christmas decorations also aided in allowing crews to continue on the picking up leaves. 

 c.  Whispering Christmas just opened for the month and it was reported that approximately $1,000 in donations were collected for the first weekend.

d.  Civil service testing for a Treatment Plant Operator position will be on December 11.

e.  Communication concerns with County Auditor Mindy Robbins was discussed. 

f.  Potential developers of the Sambol property just outside the north City limits recently met with City staff. 

g.  Joe Ferriell recently attended a meeting in which it was reported that the Park Avenue project was the largest grant given in the State. 

h.  The Employees’ Christmas luncheon will be on December 19 at Station 2; Council will be serving at Whispering Christmas on Sunday, December 23.

i.  Council will be attending a public records training on Tuesday, December 11, and will be judging the Christmas lighting displays on Sunday, December 9.

 

OLD BUSINESS

None.

 

NEW BUSINESS

a.  A recent newspaper article was reported to have eluded that the City would be participating with OGDC.  Councilman Renner stressed the need for the City to consider this financial venture carefully and to consider a complete change of that Board prior to participating.

b.  Councilman Joe Renner was elected to the Eaton Community School Board in November and will take office in January.  He has submitted his resignation from Eaton Council; it is hoped to have a replacement appointment for the January Council meeting.  Six citizens have expressed an interest in serving on Council.  It was directed that letters be mailed to Mary Hicks, John Ott, Yolanda Haston, Bob Brower, Jesse Hanson and Stan Spencer, asking them to submit a letter of interest to Council.  The letters received will be reviewed at the December 17 meeting with individual interviews with Council being scheduled after that.
