CLERK'S JOURNAL OF THE SPECIAL SESSION OF THE COUNCIL OF THE CITY OF EATON, OHIO, HELD IN COUNCIL CHAMBERS OF THE MUNICIPAL BUILDING, AT 7:OOP.M., ON MONDAY, OCTOBER 30, 2006
Mayor Robert Stonecash called to order a spedal meeting of the Eaton City Council on Monday, October 30, 2006, at 7:00 p.m., in Council Chambers of the Municipal Building.
The Deputy Clerk called the roll and found the following to be:
Present: Joe Renner
David Kirsch
Ben Maffett (arrived at 7:05 p.m.)
Gary Wagner, Vice Mayor
Robert Stonecash, Mayor
Absent: None
DISCUSSION WITH YMCA
YMCA Director Ben Davis was in attendance to discuss the City's softball program and the pool. The YMCA will run the softball program for 2007. The YMCA will contact the Little League to determine any changes Little League would like to discuss. With equal financial support as this year from the various sources, the YMCA will operate the City's pool in 2007.
2006 REVENUE REVIEW
Following several years of decline or remaining flat, revenues were reported to have stabilized or increased over the last several months. Comparison of previous years' revenues was discussed.
2007 BUDGET REVIEW
The Service Department's proposed 2007 budget was discussed. Equipment and project expenses for the Public Maintenance and Public Works Divisions were highlighted. A $2.00 per month rate increase in refuse was discussed to assist with the expenses at the closed landfill. Legislation will be presented at a future Council meeting.
CITY MANAGER'S REPORT
a. Council will be serving refreshments at Whispering Christmas on Sunday December 17 from 6-00 p.m. to 10:00 p.m.
b. Ohio Governor candidate Ted Strickland will be in Eaton on Wednesday, November 1
c. Eaton will be playing in the high school football playoffs with the first game scheduled to be at home on Saturday, November 3.
d. The 2007 police cruiser has been placed in service.
RESOLUTION 06-49
A new ambulance is needed and, considering the timeframe needed to build a new unit it would be beneficial to purchase this through the State Purchase Program as soon as possible.
Following some discussion regarding purchase options, timing and costs, Councilman Wagner moved to adopt Resolution 06-49, approve the purchase of a Horton Emergency Vehicles 3800 McDowell Road Grove City, Ohio 34124, in the amount of $122,408.96. Councilman Maffett seconded the motion which passed as follows:

OLD BUSINESS
None.
NEW BUSINESS
Councilman Renner reported that he would not be attending the November 20 or December 18 regular Council meetings.
EXECUTIVE SESSION
Councilman Kirsch moved to adjourn to Executive Session to discuss personnel matters with the City Manager and Finance Director. Councilman Maffett seconded the motion which passed as follows:

Nays: None (0)
Councilman Maffett moved to return to regular session. Councilman Renner seconded the motion:
Ayes: Renner, Kirsch, Maffett, Wagner, Stonecash (5)
Nays: None (0)
Mayor Stonecash announced there was no action taken.

Councilman Maffett moved to adjourn. Councilman Renner seconded the motion which passed as follows:
