CLERK’S JOURNAL OF THE REGULAR SESSION OF THE COUNCIL
OF THE CITY OF EATON, OHIO, HELD IN COUNCIL CHAMBERS
OF THE MUNICIPAL BUILDING, AT 7:00 P.M., ON MONDAY, DECEMBER 18, 2006
Mayor Robert Stonecash called to order the regular meeting of the Eaton City Council on Monday, November 20, 2006, at 7:00 p.m., in Council Chambers of the Municipal Building. Rev. John Place of the Grace Lutheran Church delivered the invocation and led the pledge to the flag. The Deputy Clerk called the roll and found the following to be:

MINUTES
Councilman Kirsch moved to approve the Clerk’s Journal and to accept the tapes as the official minutes for the regular meetings of November 20 and December 4, 2006. The motion was seconded by Councilman Wagner and passed as follows:

ORDINANCE 06-21
This ordinance authorizes the City’s Building Department to enforce the Residential Code of Ohio in exercising authority, accepting and approving plans and specifications and making inspections; also, adopting any amendments to the Code.
Councilman Kirsch moved for the second reading of Ordinance 06-21, by title only. Councilman Wagner seconded the motion which passed as follows:

ORDINANCE 06-22
This ordinance amends 2006 appropriations to reflect anticipated changes in revenue and expenditure items.
Councilman Wagner moved for the reading of Ordinance 06-22, by title only. The motion was seconded by Councilman Kirsch and passed as follows:

ORDINANCE 06-23
This ordinance adopts temporary appropriations for 2007 to provide for daily operating expenses pending adoption of the annual appropriation ordinance.

RESOLUTION 06-60
This resolution establishes the 2007 organizational listing, staffing levels and pay grades for City employees.
Councilman Wagner moved for the adoption of Resolution 06-60. Councilman Kirsch seconded the motion which passed as follows:

RESOLUTION 06-61
This resolution establishes the organizational listing, staffing levels and pay grades for Fire and EMS personnel.
Councilman Kirsch moved for the adoption of Resolution 06-61. Councilman Wagner seconded the motion which passed as follows:

RESOLUTION 06-62
This resolution authorizes the transfer of funds from the General Fund to certain Special Revenue Funds.
Councilman Wagner moved for the adoption of Resolution 06-62. Councilman Kirsch seconded the motion which passed as follows:

CITY MANAGER’S REPORT
a. The preconstruction meetings for the construction of the new water tower and the improvements to the Black Water Plant were conducted on December 5.
b. The CDBG project on East Spring Street is substantially complete with restoration being completed in the spring.
c. East Washington-Jackson Road will be closed for a couple days to allow for the storm sewer work at the new construction.
d. A representative from the EPA toured the City’s closed landfill recently regarding the gas monitoring plan and was satisfied with the City’s action regarding that plan.
e. Whispering Christmas hosted some 8300 cars through December 17 and collected some $7,300 in donations through December13.
f. Council previously adopted a resolution which allowed for the City’s participation in the water loop project at Bullen Semiconductor, formerly Bullen Ultrasonics, on South Franklin Street. It was reported that that project will be completed soon.
g. The City employees’ Christmas luncheon is tomorrow, Station 2, beginning at 11:30 a.m.
OLD BUSINESS
a. Council thanked Public Maintenance Supervisor Greg Frost for the downtown Christmas lighting and decorations.
b. The house on East Avenue that suffered fire damage is in process of being boarded up.

None.
